No. An expected addition is only a provision for a cost you expect, and an invoice cannot be linked to it. The invoice must be linked to a purchase or a Change Order Subcontractor.
How to do it
If you have received an invoice and there is no contract or change order for the cost, register it first. Use Purchasing for a purchase or a contract, or Change Order Subcontractor if it is a change from the subcontractor.
Go to Invoice → Incoming Invoice and link the invoice to the purchase or change order you just registered.
Go to Expected Addition and find the provision that concerned the same cost. Delete it or adjust it down, so the cost is not counted twice in the final forecast.
Good to know
An expected addition affects the final forecast, but it never gets posted cost. Posted cost only comes from invoices.
If you know the cost will become a change order, you can register it as a change order right away instead of setting it aside as an expected addition.
