A site setup allocation line in the estimate has no account, so it cannot be tracked against the invoices, which arrive on regular accounts such as transport, electricity, operation and cleaning. The recommended solution is to import the site setup estimate itself at the lowest level, so the site setup costs are spread across the correct accounts, and give the allocation lines a factor of 0 so the site setup is not counted twice.
Why does the problem occur?
Many people calculate site setup in a separate site setup estimate and spread the total across the items in the production estimate as "site setup allocation". The invoices for the site setup, however, arrive on ordinary accounting accounts. A line called site setup allocation cannot be matched against these invoices.
How to solve it
Import the site setup estimate at the lowest level, with the correct account on each line.
Compare the total in the site setup estimate with the total actually allocated in the production estimate. They are rarely equal.
Use an adjustment factor (allocated total divided by the site setup estimate total) that scales the site setup estimate lines down to what is actually included in the estimate.
Give the site setup allocation lines a factor of 0, so the site setup is not counted twice.
The result
You can see how much you have to spend per account, for example electricity for the site setup, and the invoices can be tracked against the budget on the correct account.
